Sheyla Blackman
CHIEF EXECUTIVE OFFICER
For more than 35 years, Sheyla's provided principled partnership to hundreds of clients and partners at HUD, DHS, DOD, Lockheed Martin, Disney, and beyond. Trusted to manage budgets of more than $3B and years-long engagements of more than $100M, she's become a well-known expert in program and project management, a Certified Scrum Master, and a Certified Technology Business Management Executive since beginning her career in 1986. She also holds a Bachelor's Degree in Computer Science from NC A&T State University.
Sheyla credits her Christian faith and personal journey of growing up in public housing to founding her own successful company as a testament to resilience, determination, and a means to giving back to the country that has given her and her family so much.
Beyond her professional life, Sheyla finds joy in helping employees achieve their goals and contributing positively to society. At home, she loves studying the Bible, line dancing for exercise, spending time with her dear grandchildren, and watching Hallmark movies. And in everything she does, Sheyla looks for ways to use her experience and success to help others - living her belief that with faith and perseverance, anything is possible.

Tiffany Byers
CHIEF OPERATING OFFICER
Tiffany leverages her diverse background in engineering and project management to deliver innovative solutions to leaders at federal CIO organizations like HUD, DHS, and beyond. Whether managing multi-billion dollar contracts or guiding federal IT initiatives, she excels at navigating difficult situations and driving operational excellence from strategy to execution.
To this work, Tiffany also brings a B.S. in Electrical Engineering Technology from Old Dominion University, an M.S. in Systems Engineering from George Washington University, and a Six Sigma certification. Her diverse career journey has taken her from process engineering at Raytheon to managing a $2.8B contract as Deputy Program Manager at Newport News Shipbuilding. Since joining ITMC in 2021, Tiffany has transitioned from Business Development Director to COO, contributing significantly to the company's growth and success.
Apart from ITMC, Tiffany is an active member of Alpha Kappa Alpha Sorority, Inc., where she’s held several leadership positions. On a personal note, she loves spending time with her daughters, travel, crafting, entrepreneurship, and community service. Known for her problem-solving skills, empathy, and creativity, Tiffany brings a unique blend of technical expertise and genuine care to every project - personal and professional. Whether she's presenting to thousands or helping a friend start a business, Tiffany's supportive and creative approach shines through.

Stacye Williams
HR MANAGER
A resilient problem-solver, Stacye Williams brings a wealth of organizational expertise to ITMC.
With nearly 30 years of experience in administrative training, organization, and compliance, Stacye has assisted hundreds of clients across various professional fields. Having run multiple businesses, led a Boy Scout troop, and served in church leadership, Stacye brings a unique blend of practical skills and professional expertise to her work with ITMC.
From a personal perspective, Stacye is known for her love of adventure and ability to make people laugh. She finds joy in relaxing on the beach, thrill-seeking adventures, and continuous learning.
Her approach to both work and life embodies resilience, creativity, and a genuine desire to help others. Whether she's serving clients or engaging with strangers in everyday life, Stacye's warm personality and troubleshooting skills shine through in all she does.
